Under the terms of the deal, valued at 260m pounds ($478.7m) over 10 years, the joint venture will assist the council in delivering highways, property, customer, exchequer, and IT services. The JV, known as the Unity Partnership, will be supported by IT services vendor Agilisys.

There is a growing overlap in the UK between professional services firms and IT services companies, particularly in the public sector. In 2005, for example, business support services vendor Serco acquired two IT services providers, IT Net and RCI.
