Despite winning its battle with Japan over access to cellular markets, Motorola Inc is still not satisfied, and has sent a strongly-worded letter to the Office of the US Trade Representative criticising the country for what it sees as restrictive procurement policies. The Trade Representative is currently compiling a list of countries that will be subject to US sanctions for alleged uncompetitive practices in the government procurement market; the list will be published on April 30. Motorola alleges that the public market in Japan generally remains closed to non-Japanese goods and services, while Japanese governmental bodies continue to maintain a range of measures that bar US products, including discriminatory product specifications, non-transparent bidding and product evaluation procedures, inadequate bid protest mechanisms and favoritism toward indigenous manufacturers. Among other companies and organisations, Motorola singled out the Ministry of Posts & Telecommunications, and Nippon Telegraph & Telephone Corp for criticism.
