Alcatel NV’s ambitions to build digital telephone exchanges in the Soviet Union has progressed to the formation of a 40%-owned joint venture, LenBell Telephone in Leningrad: the 60% majority in the $60m venture will be held by Krasnaya Zarya, production will begin in two years, and the venture later wants to make telecommunications chips.
