According to a report in Les Echos, ART’s chairman, Jean-Michel Hubert, will clearly lay out the regulator’s position on network sharing at some point in November.

Speaking to the French paper Mr Hubert said, The possibility of sharing exists already in the rules established for the first [3G] round beyond the simple sharing of passive infrastructure.

But rather than changing regulations, which would be difficult, our situation is like Germany’s where interpretation of the rules is necessary, Mr Hubert continued.

Allowing network sharing would be appreciated by the existing French 3G license holders and could encourage operators to purchase the remaining two licenses.
