It’s difficult to understand why it wasn’t done decades ago, but it no doubt has a lot to do with the dead hand of state ownership that used to afflict both parties: British Telecommunications Plc has beaten Mercury Communications Ltd to a five-year contract to install and operate 600 pay telephones on the platforms in all 248 stations on the London Underground railway.
