PRC Inc is claiming that the federal court system’s award of a $233m contract to an IBM-led team violated federal rules: the McLean, Virginia-based company has filed a protest saying that although its bid was higher than IBM’s, court officials failed to provide proper notice that certain changes downgraded technical requirements from mandatory to non-mandatory status, which allowed the IBM bid to stand although PRC claims that IBM failed to meet the original specifications; the GSA Board of Appeals has suspended the contract and schedu-led a hearing for later this month.
