Bell Atlantic Corp’s Bell Atlantic-Pennsylvania unit has accepted an alternative regulation petition and plan as modified by the Pennsylvania Public Utility Commission: in addition to accelerating Bell Atlantic’s deployment of its broadband telecommunications network, the plan caps basic telephone service rates for all residential and business customers to the end of 1999 and a lifeline service will be established to help low-income consumers maintain telephone service; price increases in its non-competitive services will be limited to the rate of inflation minus 2.93%.
