The Belgian government has now set the rules for the ending of Belgacom NV’s monopoly of speech telephony on January 1 1998: other companies will be free to offer universal service, the extra costs of which will be met by a fund to which all telecommunications companies operating in Belgium will have to contribute, the government said.
