Millicom International Cellular SA Millicom Costa Rica SA and Communications Celulares SA have filed a Federal anti-trust suit against the government of Costa Rica and others and are seeking $400m in damages. The suit, filed in the US District Court for the District of Columbia, names defendants as the Republic of Costa Rica, Instituto Costarricense de Electricidad and Radiografica Costarricense SA. Millicom alleges the defendants wrongfully monopolized the cellular telephone services market they had developed and established in Costa Rica, unlawfully expropriating plaintiffs’ property interests. It also claims the defendants’ stifled the growth of plaintiffs’ Costa Rican cellular phone system and ultimately caused the system to shut down last May.
